This ACTi ACM 3511 IP Fixed Dome Camera with Vari-focal Lens is a great value in a camera that records 640 x 480 video @ 30 fps, day or night with an IR cut filter, and powered by PoE or 12V DC.

Do not buy any infrared illuminator if your camera is not an IR camera. It has to have a removable IR cut filter that slides out of the way for the camera to recognize the IR.
