   I don’t think it can, for it to detect a device the equipment would have to be switched on and either transmitting or receiving a radio signal of some kind

   Cell,No way. Home base station wireless handheld “cordless phone” phones off no problem if someone calls during off mode base station activates and ur Busted!!
